The Summary of this Month's Edition

2005-12-01
As members may be aware the IEK Council finalized the Draft Engineers Act and forwarded it to the Engineers Registration Board (ERB) in July this year for review and further necessary action. As a follow-up to this ERB organized a retreat on 3rd and 4th November in Naivasha to allow the authors to formally table the draft. This was successfully done. The draft seeks to review the ERB Act Cap 503 of Laws of Kenya and proposes to have the following in the new structure of the Act:- 1) The retention of the Engineers Registration Board 2) The inclusion of the Institution of Engineers of Kenya (IEK) in the Act 3) The Establishment of the Engineers Training Research and Accreditation Board The draft also establishes committees as follows:- 1) The Engineers Complaint and Disciplinary committee. This will be a committee of IEK which will be mandated to look at disciplinary cases arising from professional misconduct. 2) The Engineers Professional Services committee. This will be a committee of ERB which will be vested with the responsibility of establishing the scale of fees to be charged for Engineering Services. The Act also establishes the regulations for Continuous Professional Development (CPD), the Code of Professional Conduct and the Code of Ethics for Engineers. The new draft having been tabled and discussed between IEK and ERB will then be subjected to a workshop where all stakeholders will be invited to discuss it. Thereafter, the Chairman of ERB has promised to push the draft Act to go to Parliament for enactment. I urge all members to read the draft Act, which is available at IEK website, and forward their comments for inclusion at the proposed workshop.
